EU Mobility Package I: What the Mobility Package means for your workshop

There are a number of changes taking place with the Tachograph on the next phase of the EU Mobility Package 1 (EU MP1). A recap on the most significant points of the EU MP1 are:

  • Posting of Workers (where are they based and where do they work)
  • Cabotage (restriction on collections/deliveries in other countries)

The SMART Tachograph Version 2 (being implemented on 21st August 2023) will provide data to assist in checking compliance with these regulations. Legislation is already in place for the introduction of SMART Tachograph Version 2. This includes retrofit requirements that will be introduced in several stages over the next few years.

In preparation of this, our DTCO with software 4.0e has some features already in place.

Equipped for the future with smart tachographs and related equipment from VDO

One important requirement of EU Mobility Package I: Since 15 June 2019, newly registered vehicles of 3.5 tons and more must be equipped with first-version smart tachographs, such as the DTCO® 4.0. The current DTCO® 4.0e has improved user guidance. It is an enhanced development of the DTCO® 4.0. DTCO® 4.0 users can also have the “e” upgrade installed later by their VDO partner workshop.

What will change from August 2023?

More EU Mobility Package I requirements will come into force from August 2023: The second version of the smart tachograph, which will become compulsory, is the DTCO® 4.1. This device will independently detect when a vehicle crosses a border, save the information and log the vehicle’s position and time during loading and unloading. It will also record this information with driver and vehicle data for at least as long as the new EU Mobility Package regulations require this to be done. As one of the very first industrial applications to do so, the DTCO® 4.1 will use the authentication signal (OS-NMA) of the European Galileo satellites. The tachograph is thus upgraded and prepared for the future.

 

All newly registered vehicles with a permissible total weight of more than 3.5 t must be equipped with second-version smart tachographs (Gen 2).

Older analogue or digital tachographs (Gen1) in all cross-border traffic vehicles with a permissible total weight of more than 3.5 t must be replaced by the second version of the smart tachograph (Gen2).

Vehicles with a permissible total weight of more than 3.5 t in cross-border traffic equipped with the first version of the smart tachograph (Gen2) must be equipped with the second version of the smart tachograph.

Commercial vehicles in cross-border traffic with a permissible total weight of more than 2.5 t must also be equipped with the second version of smart tachographs (Gen2).

Additional Services - VDO Fleet

Legally compliant and efficient: Benefit from our cross-border traffic and data archiving services when retrofitting as part of EU Mobility Package I. If you have a fleet or are a fleet manager, you can exploit the full potential of your smart VDO tachographs.

 

VDO Fleet Tachograph Management addresses the different national working time regulations within Europe, such as those on night work. You can inform your drivers about the remaining operating times with automatically generated driver letters.

The VDO Fleet Catalogue of Fines service combines the data from the DTCO® with the type of violation and the associated, country-specific amount of the fine. This way, you can determine the current risk of fines for the fleet and individual drivers after each data download from the tachograph.

The VDO Fleet Scorecard (ERRU) service gives you an overview of all violations in the fleet and per driver with just two mouse clicks. You can see immediately whether there is a risk of exceeding specific limit values and whether planning errors or the misconduct of individual drivers are the cause of the violations.

The new DTCO® 4.1 will also make it much easier for drivers to document the crossing of national borders. The VDO Fleet Tachograph Management service supports your fleet management by integrating the various national regulations in scheduling and also integrating wage calculations (in future).
